Sometimes it's because they do a bad job and rush through it. Has a nice look but won't last for years until it need to be fixed.
Sometimes it's trucks and drivers, certain road have certain weight limits and a lot of the times truckers ignore these and drive a few tons over the roads.
A lot of times roads aren't meant for heavy vehicles so a transport truck going over it is already ruining it.
Kinda why you barely see semis in neighbor hoods or why they don't cross certain bridges.
