What is a VR chat?

It's a free game on steam where you can chat with people in a 3D area (with or without VR) and wear silly models (I'm Mr. Krabs for instance).
It's also where the Ugandan Knuckles meme came from, and trust me, there's plenty of those guys running around on that game
