I think that's the point. She has the power to free herself from the weight pulling her down (jealousy, fear of infidelity, etc.) but refuses and thinks it's his job to save her
I don't see a lock on her cuff, though. Anyways, she's already drowning. First priority is to get her above water so she can breathe. Moreover, reaching the cuff would require her to pull her leg and, by extension, the weight up.
Her cuff doesn't have a lock, but his does, so maybe her key is for his lock... in which case she should throw it up to him and then hold her breath and until he comes down to get her after he frees himself. Which would mean that she has to trust him enough for that, but since she's not throwing the key, she probably does't, so they're both going to die. Fun.
Since she is holding the key that locks him to the tree, maybe it's about her not wanting to take him down with her? She knows she will drown, and that he will try to save her, and then probably drow himself, so she saves him in that way?
Unless she told someone what she plans to do so they can unlock the man, the man will die in an agonizing way. I think it's saying that some people like the idea of being saved, but if you get mixed up with them, both of you will be unsaveable.
