Not likely actually, that's the ISS. It doesn't just 'slow down'. Seeing how this is time lapse, there was probably a burst of thrust from monopropelant that the frame rate missed.
I looked into this a little more and learned that this is an Orbital ATK Cygnus cargo spacecraft. This was taken on June 4th. The craft remained in orbit for the Saffire experiment and deorbited on June 11th.
