I didn’t either when I first saw it. I believe it’s referring to the Unpaved road beneath the car. It implies that the government is too broke to have paved roads so don’t be richer than the government and own an expensive car. (Anyone is welcome to correct if I’m mistaken)
Looks like the roads are unpacked dirt roads so the car got easily stuck in the mud. But I do concur with your point- if your car is more expensive than a paved road, maybe live elsewhere if you choose to drive that type of car. Or else be prepared with boards and get ready to unstick yourself a lot.
