... Why the downvotes tho ? Tagging a tram is NOT ok. Chaining a kid to a tram is NOT ok either. There are legal ways to handle this kind of thing, and things such as court mandated community service are a thing.

There's also a difference between wasted drunk out of your mind and slightly tipsy. The first one makes you do stupid shit (although, if you're in a safe environment, lets say a friends house, it makes for pretty fun stuff, but it usually leads to stupid decisions), the second one is just great for parties and socializing.
