Not necessarily because utilities don't inherently lend themselves to opening themselves to competition because they require extensive physical infrastructure whereas farms, banks, and manufacturing don't need immediate local access. They can buy property in fuckthatistan and still provide you with service.
The government could make it a natural monopoly, meaning that it's going to be the only firm but their costs of production are lower and they give cheaper service for the consumers. However, it must truly be a monopoly. It's Economics 101
