No, respect is going above just being decent. I might wave at some random person when they wave at me, and I might smile at them, but I don't know them, and have nothing to base any respect on. But, say I knew a veteran, who had saved hundreds of lives. I would have utmost respect for for them, and treat them as my superior.
But the phrase "I respect women" doesn't mean I respect all women, it means I am capable of respecting women. If you say "I eat ice cream" it means that you eat ice cream on occasion and that it's a part of your life, it doesn't mean that you eat all ice cream all the time.
