When my car tells me to fill up, it usually only takes 40-42 liters to fill up, while it holds 55 liters. I could've done over 200 km before it was really empty.
That's what the filter *IS* for. The fuel pump always takes gas from the bottom or it wouldn't be able to use everything. However, if you do actually run empty, that could be bad for the pump and the engine.
The sediments are floating in the gas therefore the less gas you have the more sediment is getting sucked through the filter because it's not as diluted as when you have a full tank.
