Yeah, they're pretty awesome. Most people use vape pens, like seen in the picture, but I use mechanical mods and RDA's (rebuildable drip atomizer). Rather than a tank, there are three posts, one positive and two negative. You wrap the wires yourself and connect them from the outside posts to the inside one, and then place cotton in and around the coils to hold the liquid. Depending on how well you do the coils, you can get immense hits of one of those things.

You can get most anything with 0mg nicotine. Pretty much every flavor by every brand I've found offers 0mg, 6mg, 12mg, 18mg, 24mg, and 36mg.

A vape, or vaporizor. Electronic cigarette if you will. You put in a liquid that has a certain concentration of nicotine as well as some sort of flavoring, and it is wicked to the coils. The coils are resistors, like the filaments in a light bulb, and get hot when the current passes through them. This causes the liquid to evaporate, which is then inhaled by the user. Smoking without smoke is definitely a healthier way to go.

Wait, I think they put the small ones in before filling any of them, then used a hose extension to fill the small ones 1 at a time then filled the big one around them.
