The fandom ships Destiel because of how much Cas wants to be Dean's friend because he shows a particular interest in him. It is canon that Dean would say I love you to Cas at one point, but he just said, "We're family," because Jensen didn't think Dean would say that. Also, Jensen denies any chemistry between the two characters and that he would never ship Destiel. It's mostly just the majority of the fandom that ships it.
