The fetus have to grow inside a woman, so the woman has a say whether to keep it or not. It is not the case that you can keep all the fetuses. They need a space inside a woman, so the woman can decide if she wants to allocate that time and potential resources to the fetus or not. In a nutshell, before the baby is alive and kicking inside the mother, all stages of its development are all the same, the importance of a sperm and an egg is equal to the importance of a fetus. Granted, the fetus is in a later stage of development but it does not warrant a baby or even a healthy baby. So many things can go wrong.
