Well he called all Mexicans that enter the United States Rapist and that they're bringing their drugs, that sounds like their is some hate behind that considering it's a very broad untrue statement.

And if you look at the shoulders of the suit in the trailer you can notice to bullet holes. If you look up a picture of the current Jared Leto Joker he has two small marks on his shoulders too. Bullet holes from being robin maybe?
