No, I wash all underwear and socks together in hot hot water. Its the only thing I wash on hot because hot not only does more wear on the fabric but uses more energy. You really don't want to wash them with towels because towels, by design, absorb more than regular cottons ect, and so they will absorb some of the soiling as they are agitated in the wash. Towels are best washed with towels as a rule, or clothing that has limited soilage.

No, pour water on someone who had fallen, already poured water on themselves, can't get up, and pouring directly on their FACE is. Especially when that person was already gasping from their fall.
