My first thought is like an animated character who is such a good painter that he can literally just draw whatever he wants into reality. Are there any shows like this?

he makes remixes of video game music and there really good. so if you take his musical skill to drawing or painting, you'd probably be able to open a portal to mars by drawing it.

This premise is tried and true, with numerous variants. The most common “drawn to life” stories tend to revolve around a magic drawing implement or canvas- or a person with a magic power, but not so much a talent. “How Wang-Fo was saved” is a short story by Marguerite Yourcenar included with other collected works tells a tale of a man who can draw animals so well they come to life. A Brush with Life" by Tim Emswiler Is another short story- a fantasy take about a child who could paint fantasy miniature figures so well they would come to life. Most cases I know in television where someone “draws to life” involve magical activation and do not rely on talent- and film and tv seem more often to focus on people who can write/narrate reality versus draw reality- I suppose a tv writer would be more attached to the idea of creating worlds with words, but that’s all I have. If you want examples of magical ability or artifacts that allow such a thing- those are easier to provide.

I can give you old cartoons with this concept like "Chalk Zone" and "Draw Me A Picture Louie" or there's this game on DS called Draw To Life which is really good. Not what you're looking for but that's all I could think of with your idea in mind. I haven't actually seen a cartoon/anime or show that's really used that concept to its full potential yet.
