That seems kind of super dumb. Mate if everything for down voted, but just for not enough likes? Its like forcing a popularity contest where the rules don't make any sense

You have to wait about an hour if you've posted several things in a row. I think it workson averages, so many likes for so many posts, to prevent spamming.

Several months back there was a problem with people posting 9 or 10 posts of the same thing even though they were all down voted.

Kind of super dumb lol

I rarely see spam now so I guess it's working for me.
