No it's not. An image hosting site would just hold the images so you can take them down if you want. Once something is posted to funsubstance it is watermarked and once it reaches the "popular" page it can't be removed. People can comment like an image hosting site, but it is more of a collection of stuff people took from other websites than hosting original content
