I'm trying to write a post-post-apocalypse setting for an rpg campaign, where a unified Eurooe launches an invasion against America, but I can't seem to make it work without them basically being the 4th Reich and seeing us as inferior beings. See, 90% of the world's population was wiped out by a virus. This threw the world into chaos, as it burned through governments and militaries and police forces, society sort of devolved into anarchistic turmoil for a while....

America has one the largest domestic oil pools in the world.
Maybe you could have the Europeans go to war because of that.
People would be scared enough to justify a war.
