It's a valid question, albeit a hard one to answer. Should we keep people from having children if the quality of their life doesn't meet an arbitrary standard, that could be modified to prevent groups of people from having successors? Should we let children face potentially short and unhappy lives? It's got a lot of facets that have to be addressed to get a satisfactory answer.

The logical answer to this would be yes but morally it would be no based on freedoms.
