The story I was told was that a steam engine salesman needed a good way to convince farmers to buy them, so he came up with Horsepower as a way to demonstrate how many horses the farmer could replace by buying a steam engine

You can only only make a staw so long. This is definitely short enough (I think the max on earth is like 9m but don't quote me on that). What will happen is that as you suck harder and harder it will start to draw a vacuum (at this point you couldn't use your own lips, you would need some sort of pump) and the liquid in the staw (assuming its water based) would start to boil.
