Sometimes that helps, but (keep in mind that this is based on personal experience) I've had way more encounters with people who get annoyed when I kindly ask them to move or politely say "Excuse me." They've literally rolled their eyes, scoffed, huffed, grumbled, etc.

Black people? I've seen that with all kinds of people.
