The point of the image isn't to advocate absolute anarchy, its telling you to be aware of how free you really are so you can be aware when people try to take freedoms away from you.
No one is completely free and most would agree that no one should be. The quote is taken a little bit out of context.

There's nothing unhealthy about a tan. Its the UVR itself that's the danger. That being said, obviously an excessive tan means being exposed to excessive UVR.
If you don't figure you'll get a sun burn, then there's no reason to use sun screen.
