I think this is true sometimes. When somebody tries to insult you for no apparent reason like saying "you ugly, loser, stupid,..." it means that they think this particular insult would be a hurtfull thing to hear. So it can be a reflection of their own insecurities or fears. People tent to project their own doubts and flaws on other people to feel better about themselves.
