I think it's just whoever they feel best represents their country. She may have been born in China, and is passionate about speaking out on human rights issues there, but she represents Canada because it is as a Canadian citizen that she is now able to speak out and fight for others. That's part of what makes Canada, Canada. She wouldn't have had the life she has now if she had not come to Canada, so who else is better to go out into the world and show everyone that?
