you DO realize that people who are homeless can still have money or a job, right? It is very possible in today's society to make money and still just not make enough to live in a house.
You also seem to be assuming that the man has been homeless his entire life and never had a job (or cellphone) prior to losing his home.
Not to mention, you assume it actually has service and isn't a service-less phone that he carries around since it probably has his pictures on it and any phone (even one without service) can call 911.
That's a lot of assuming.
