No. Colour blindness and baldness, for example, are sex-linked recessive traits carried on the X chromosome (though baldness is also partly autosomal). Men inherit a carrier X chromosome from their mother and, because they have only one X chromosome, they are then diseased by it. The Y chromosome plays very few active roles in causing disease.
