The lead came from the pipes the city uses. The pipes are safe as long as the water is properly treated but when the water was switched from the nearby lake to the local river, it was not treated, leading to pipe corrosion. When residents started to complain, the state said "Relax, the water's fine.". When water experts and doctors started saying "Lead in the water!", the state dismissed them and told everyone to ignore the quacks.
