The FBI didn't ask for a backdoor. They asked Apple to sign software that would disable some security measure in iOS, specifically disabling the Delete Data feature that wipes the phone if an incorrect passphrase is entered 10 times. The FBI intended to brute force the phone, not access data through a backdoor.
