I actually had to write an essay on exactly WHY people don't do that. There are many reasons, but just a few of them are:
1) Often there is already a village or town near the water, and they don't want conflicts
2) Fucking Moving A Goddamn Entire Village Quickly Enough Is Near impossible -_-
3) There Are More Animals, Which Can Be Dangerous
4) And The Obvious, these people are poor as fuck, they can't just plop down a new house
