It isn't synchronised swimming (there has never been a men's synchronised swimming team), it is synchronised diving. He is wearing those really low down budgie smuggler type swimmers, and the captions just happen to hide that completely. Seems to happen all the time to the male divers. Anyway, he has just completed a dive and is under one of the by-the-pool showers, probably resting against the wall simultaneously. Nothing untoward actually happening.

I agree, they are the only two who do look related.
