Actually, the two are somewhat linked. After ww2 the United States occupied Japan. Much censorship was lifted, many cultural traditions were abolished. The US brought westernized culture, some we forced and others were adopted by the Japanese. For instance western underpants (panties) weren't used by Japanese women, and post war came to be associated with prostitutes and by extension were hyper sexualized. Early American cartoons like Betty Boop became popular and Japanese cartoonists merged their own styles with cues from Betty boop like large eyes and unrealistic head/body proportions. Through the Meiji era Japan had fought an internal struggle between adoption of wester ways and technologies amd strong traditional values. Ww2 was largely an extension of events set into motion going back past commodore Perry, and the toppling of the empirial government and military caste open the doors for wide spread change, with the west more than happy to imprint their values in Japan.
