I feel like the person who made the chalk lines is the asshole. If they carried the chalk for TEN months and had only this ONE opportunity to use it, maybe it's not a rampant problem that needs to be handled passive aggressively like a big man trying to shame someone without even showing his face. Maybe...just maybe, if this person has only encountered this ONCE in TEN months, the person who parked outside of their lines had some sort of circumstances that made it necessary for that moment.
