I don't think he understands the acute effects of radiation exposure. He could quite easily be dead within weeks from radiation sickness and various other effects. Very strong radiation actually burns the skin so they would have to be fully kitted up, which costs money. Why would you send a bunch of untrained people with expensive equipment in to clean up the mess. Nice idea, but bad idea.
