It doesn't work like that. Sugar acts like a retardant, not an inhibitor. The concrete will still cure, it just takes longer. Construction crews will sometimes do this on hot days to save the concrete. I've used it a number of times to create an exposed aggregate finish on concrete by spraying sugar water on the surface after floating. The top layer will take longer to cure and you can wash it off after the rest of the concrete has had time to cure, exposing the rock in the concrete.

Yes, buddies. One buddy purchased the other, tore them from their family, is preventing them from leaving using gates, fences, cages, leashes, isolates them from others, forces them to wear stupid clothes and accessories to take amusing pictures, rants about unconditional love non stop. This isn't an equal relationship.
