Sounds to me like a declaration of war followed by no one wanting to act first and eventually just got forgotten about until their ancestors realized that war was still "Technically" going. So they probably had a good laugh when declaring the wars end.

That will never happen for the same reason that communism never worked. Reality is that people will usually take advantage of systems like that to get by without working.
