I've watched three videos in the past few weeks of a police dog not obeying commands. In one the dog got away from the handler and attacked a guy on the ground, complying, in handcuffs, with two officers on top of him. In one the dog went after a guy on the ground complying. In one the dog went after a completely innocent woman and refused to let go. Each one of these lasted several minutes, with the cops casually telling the dog to let go and yelling at the people to stop moving. They spend too much time training these dogs to bite and hold and not enough time obeying commands. The handler should say "release" or something similar and the dog should let go and return to the handler's side.
