They were using a tricky method to decept customers while not getting any lawsuits when discovered.
That 20% in the bills meant the amount of tips which when a customer has made, will become 20% of the total amount.
Say, if you pay 7.59, the total will become 38.12, and that 7.59 is exactly 20% of 38.12.
It is some kind of smartness but not a wise thing to do, like pop-up ads. Well anyway...

If anyone tip on post-tax amount, congratulations though, because he is prosperous enough in determination on tax duties. Nonetheless, it does not make sense to label anyone any genz for tipping on pre-tax.
