If a person doesn't have a home, and is living in a shelter or on the streets or in their car - how can they look after their dog. It's never a easy decision for people to give up their pets - especially when the situation out of their control. I would assume they thought in the best interest of their pet - he needs a home, space, food and stability. I've been there, and speaking from exprience. It's the toughest thing to do but people do it with the best intentions for their pets. Anyway - that's just my 2 cents.
