Along the surface here, since we can't currently travel across the globe shorter or faster by tunnelling straight the earth. Even so, 400km to the ISS trumps the distance to the nearest land by a huge margin, regardless of whether OP means the surface or the 'chord' distance - straight through.

It's on an aircraft carrier (if you look closely at the floor) so it has to have that much thrust, instead of having a long runway to build up speed, otherwise the pilot will be in the deep blue super quick
