Like matt said, it's not Down Syndrome. Most white tigers are born like this because the white recessive gene is so rare in the wild that they must be repeatedly inbred to keep the offspring white, causing many deformations. Only the ones that come out normal (the minority of them) are shown in zoos and circuses.
