The Academy votes for those people who are in the same line of work as themselves for nomination. Actors vote for actors and directors vote for directors, etc. Then when all the nominations are in, anyone in the academy can vote for any one of the nominees in every category as long as they have seen the film. This is why academy members are given free dvd's and screener tickets. A lot of the time directors will not vote for other directors because they were actors who turned into directors and they find that offensive, such as Ben Affleck. So many actors will not vote for Leo probably because they see him as a threat or they are envious of his talent. It's all a game!
