You can actually see the fence to the sides if you look closely, look for the shadows of the posts. It makes sense that it is more visible in the area where the gate is as it would be more reinforced in a place where there are lots of sheep pushing through it.

NASA should definitely have more funding, but they did take it for granted for a while. Continuing things like the Shuttle program, for example, wasn't the best idea. It wouldn't have hurt to make a large public display again, like being more active about Mars or sending people back to the moon, if only for the public statement it would make to boost their funding for a while. That or get a better marketing campaign.

That's what people like SpaceX are for.
They seem to be showing the most promise with getting us to space at the moment.
And in reference to "That's a ways off, to put it lightly.": do you have any idea how many technologies have been advanced or developed for the sake of space flight, then used commercially, militaristically or economically afterwards?
