You realize most of these are there because the thing the driver is doing will get more than just him killed. For example: Bald tires. This reduces grip, on the road which could cause the car to spin out or fail to break and hit a pedestrian or another car.
Driving without a seat-belt will almost certainly be very costly for you in an accident (money or otherwise) but if you go smashing through your windscreen at that speed, the flying glass, plastic and whatnot will be very dangerous for the other car or passers by.
If they want to kill themselves, go ahead, but don't endanger other people, and don't complain if you get in trouble for doing so anyway

Where did the dirt go? There should be a sizable pile of dirt if that hole was dug out, or at least a bit left in the grass if it was cleared. Collapse from beneath maybe?
