Saying he became Elsa would imply Loki turned into a blond 21 year old girl. It would be more likely to say Thor became Elsa (and Thor became a woman a couple times in the comics too)
Loki basically became himself with longer hair and boobs

Also he turned into a woman in the comics a couple times. He doesn't really have a set gender
