His fault for not taking any sort of precaution steps. I mean, shit, the first thing I learned in my workshop class was to remove any hanging jewlery, and to make sure we had no dangling sleeves, and to of course, tuck away/affix long hair in a way it would no longer be a hazard.
Most shops/factories/etc also have bulletins describing these things as well.
