Other cultures had other ways of organizing and governing other than familial ties. And what is the point of saying that they ran around naked? It's not relevant that they didn't see the need to wear clothes. Even then many culutures had their own style of dress that wasn't naked or loin cloth.
It's oversimplifying to say that they ran around naked and had no political structure just because they we're different from what you're used to or simpler than they are now.
