I am a Southerner living in Upstate SC and a former EMT/Engineer/Dispatcher. What a lot of people who are not from here don't get, is that the south gets more ice than snow.
I have no problem driving in the snow. In fact, I once had to pickup a police officer (from NYC) when there was 8 inches on the ground. Everyone was driving about 25 MPH, not me. At least 40, the officer said "I drove like a New Yorker."
Now when there is ice. Nope, not gonna drive unless I have to, and I even have chains.
My city has only two snow plows and a dump truck to throw sand. The county has about 10.
