You're fishing (water is ridiculously clear) and you see a fish coming at your hook. Alright, (metaphorically) you are Satan and the fish is you. Satan tempts you with things (bait) so that you will act against God and do bad things (you don't go to hell just for doing bad things btw).
So Satan would probably have a party without you because he's a dick like that.
