You sign a contract that ties you to the military for a certain number of years.

Our men have been working under too restrictive (and oftentimes counterproductive) rules of engagement since Vietnam. They were trained to kill the enemy and win wars, but politicians can't stomach collateral damage and our forces have been ordered to leave fights unfinished too many times.

It'd work in practice too if the politicians let our men do what they've been trained for.
