This is actually pretty common behaviour here in Canada. The rule of thumb for politeness is the smaller the town, the more polite. Which is why Toronto sucks

Toronto isn't that bad. There's just a different culture. It's crowded, which means that people need a little more space from each other and that's sometimes achieved by being distant in public. Toronto has a lot going in the arts. Smaller cities and towns just don't have the same resources or demand. Large cities also have a higher population of people who participate in social justice movements.
I live in Toronto and most people I know are very polite, although it can be different in different areas. Plus, this picture is actually from Toronto, I recognize the TTC tickets.

Funny, last time this was posted somebody claimed that it was the public transit in another Canadian city because they recognized the tickets too. I wonder where this actually took place.
That's okay then. I thought you might be being hateful. Although I would like to note that I have experienced a lot of friendly people there and I have lived in less friendly places in Canada.
